This route does not create maintenance records yet.
The durable version should add schemas, tRPC procedures, access tests, upload policy, and index audit entries together.
Tenants should be able to report an issue with location, details, and optional photos once the file workflow is ready.
A tenant request should only attach to listings they can currently access, and archived access should not create new work.
Some requests are really missing instructions. The queue should make it easy to turn repeated questions into binder entries.
A future request flow can turn tenant issues, host tasks, and binder improvements into one practical operations queue.
